Well try gimp. Its a free version of photoshop. Balmung2 uses it I would ask him for more information.

He's asking if you have Windows (XP) or a Mac (Tiger). Essentially, there are visually online paint softwares that you can use and manage online, one of my favorites is art.com's web application as seen here.
